The Pad Snapping action's primary function is to move any pad on the Affected layer to the corresponding center of the drill hole location in a reference layer. This action is required mainly due to rounding errors as a result of outputting data with insufficient decimal precision (e.g. 3 digits after the decimal point when units are in inches).
The histograms of all three categories are listed in the report, including names and counts of pads which were adjusted.
